Quick answer: Pick a Meta ads agency that (1) lets you own your ad account, pixel and data, (2) reports real profit, not just Meta’s ROAS, (3) ships new creative concepts every week, (4) sets up clean tracking before scaling, and (5) shows you a clear plan for the first 30 days without locking you into a long contract. If an agency can’t do all five, keep looking.

Most D2C founders in India hire their first Meta ads agency after a bad month: ROAS falls, CAC climbs and nobody can explain why. The problem is that most agency pitches sound the same. Everyone promises “scaling”, everyone shows a dashboard screenshot. This guide gives you a simple way to separate the agencies that will grow your profit from the ones that will only spend your budget.

Why choosing the right Meta ads agency matters more in 2026

Meta’s ad delivery has changed a lot. Its AI retrieval system, Andromeda, now decides which ads are even considered for each person. In practice, Meta does most of the audience targeting itself. What it needs from you is a steady supply of genuinely different creatives and clean conversion data.

That changes what a good agency looks like. The old pitch, “we have secret interest stacks”, matters far less now. Creative output, tracking and honest reporting matter much more.

5 things a good Meta ads agency should give you

1. You own the ad account, pixel and data

Your business should own the Business Portfolio (Business Manager), the ad account, the Facebook page, the Instagram account and the pixel (dataset). The agency gets partner access. If you part ways, you remove their access and keep your history, audiences and learnings.

Red flag: an agency that runs your ads from its own ad account. When you leave, your data stays with them and you start from zero.

2. Reporting on real profit, not just Meta ROAS

Meta’s ROAS uses Meta’s own attribution. For most sales campaigns, a purchase counts if someone clicked an ad within 7 days or viewed one within 1 day. Your Shopify admin, your bank and your courier partner tell a different story, especially with COD orders, cancellations and RTO.

A good agency reconciles Meta-reported purchases with delivered orders and shows blended numbers like MER (total revenue ÷ total ad spend) next to Meta’s ROAS. We explain why these numbers differ in Meta Ads vs Shopify sales don’t match.

3. A weekly creative engine

Ask how many new creative concepts they launch each month, who makes them (in-house team, UGC creators or your team) and how they decide what to switch off. A new concept means a new angle, format or persona. The same video with a new headline is a variation, not a concept.

4. Clean tracking before scaling

Before spending more, the agency should check that the pixel and Conversions API both send purchases, that the two are deduplicated, and that purchase values match your order values. Ask them to show you Events Manager in the first week. If they skip tracking and go straight to “new campaigns”, they are building on sand.

5. A clear plan for the first 30 days

  • Week 1: account audit, tracking fixes and a list of where money is leaking.
  • Week 2: simpler structure, with fewer, broader ad sets that can exit the learning phase.
  • Weeks 3–4: structured creative testing with a clear success metric agreed up front.

If an agency can’t explain its first month in plain words, it probably doesn’t have a plan.

How Meta ads agencies in India charge

Most agencies use one of three pricing models. None is always better. What matters is that the incentives line up with your profit.

  • Fixed monthly retainer: predictable cost. Works well when spend is small or growing steadily.
  • Percentage of ad spend: the agency earns more when you spend more. Ask how they decide when to scale and when to cut.
  • Performance-based or hybrid: a base fee plus a bonus tied to an agreed result. Define that result on reconciled numbers, not on Meta’s dashboard.

Whichever model you pick, you should be able to compare the fee with the extra contribution margin the agency brings in.

Red flags to walk away from

  • Guaranteed ROAS before they have seen your account.
  • Result screenshots with no brand name, no date range and no story they can explain.
  • Promises of “secret audiences” or platform hacks.
  • Refusing to give you admin access or your own data.
  • Reports that only show reach, clicks and CTR, never orders or margin.
  • Long lock-in contracts.
  • Boosting posts as the main strategy.

Agency, freelancer or in-house?

OptionBest forWatch out for
FreelancerEarly-stage brands with smaller budgetsOne person is a single point of failure, and creative capacity is limited
AgencyBrands ready to scale that need strategy, creative and tracking togetherWork handed to juniors, and a weak fit with your category
In-houseLarger brands with steady monthly spendHiring cost, and one marketer can’t cover every skill

Many D2C brands start with an agency and bring the work in-house once the playbook is stable. That’s healthy. A good agency documents what works so you could run it without them.

FAQs

How much ad budget do I need before hiring a Meta ads agency?

There is no fixed number, but Meta needs regular purchase signals to optimise. Meta’s own guidance is that an ad set needs roughly 50 optimisation events in a week to exit the learning phase. If your budget can’t get close to that, start with simpler campaigns and fewer ad sets.

Should my agency run ads from my ad account or theirs?

Always from yours. Your business should own the ad account, page and pixel, and the agency should have partner access. That way you keep your data and history if you change agencies.

Is ROAS the right metric to judge a Meta ads agency?

Only partly. Meta’s ROAS is based on Meta’s attribution and often counts orders that were later cancelled or returned. Judge an agency on reconciled ROAS, MER and contribution margin.

How long does it take to see results from a new Meta ads agency?

Tracking fixes and quick wins usually land in 2–4 weeks. CPA and ROAS improvements build over 60–90 days as creative testing compounds.
